Any suggestions on a good concealer (and make-up remover XD)?

I realize some may find my question to be odd, but if you'll look at my other questions you'll know why it's not.

Anyway, I'm looking for a good (preferably not bank-breakingly expensive) concealer that is easy enough on the skin to use daily. I have those circles under my eyes that come from genetics rather than restfulness or stress, and I've finally decided to do something about them.

On the other hand, I'd also like a good make-up remover, preferably some type of wipe. I don't normally wear make-up (with the exception of eyeliner which is easily removed with a tissue), so I have no idea what works and what doesn't.

I don't use concelor, but the best makeup remover you will EVER buy is N(degree sign)7 Quick thinking 4 in 1 wipes.
