Default Is it a good idea to remove waterproof eye makeup with baby oil and cotton...

...wool? It 's kind of hard to...? get rid of the oily feeling, but regular make up remover doesn't shift the waterproof makeup, and I know it's not good to rub the delicate skin around one's eyes too much. What's the best way to remove this oily residue?
I do wash my face with my face wash after removing my eye makeup with the baby oil, but the face wash doesn't remove the oily feeling. That's the problem.
