Foundation && Powder help?

For a long time, I just wore powder (CoverGirl in the brown compact). I've started wearing foundation, and it's breaking me out, and my nose has become really oily with tons of blackheads. I've tried cleaning my face with like every product there is, and the foundation just breaks my face out. What do I do?
