Default Foundations and powders for flaky skin.?

I have flaky skin around my nose, lip, and eyebrows and when I put on any type of product on my face, it worsens.
I have combination skin type.
Can anyone reccomend me and powders/foundations for just sheer coverage without making my face all cakey and flaky??

Oh and btw, does anyone else have this problem? how did you get rid of the nasty flakes?
