scrubbing your lips with a toothbrush actually helps to peel the dead skin off without making it bleed. you should invest in some burt's bees chapstick though. that stuff is amazing. i have chronic chapped lips and have used everything over the years and burt's bees is the one chapstick that lasts the longest.
