The actual truth to this question is he uses black eye shadow liner and chapstick

line the lips if you'd like put the chapstick on and then dab the eyeshadow on your lips

He talked about this once in an interview years ago

Try to put on foundation first then the lipstick or use black eyeliner down first then the lipstick..

Make sure to line your lips with a black lipliner or a waterproof black eyeliner. Also, wear lip primer under your lipstick.
