Default Will conditioner affect the unruliness of my hair?

My hair is very unruly, with frizzy flyaways and a great amount that refuses to stay down. I always thought that the conditioner in Pert's 2-in-1 Shampoo and Conditioner would be enough, but everyone in my class has hair that's a lot less unruly than mine, and I think it may be because they all use a heavier, separate conditioner. Would using a different conditioner, like Dove, help at all?
Also, would it help if I kept the conditioner in for a longer time before rinsing?
