they make a hair product called hair glue. You can find it in drug stores. The better stuff is sold in salons.

Aqua Net hair gel and hairspray. They used it in the 80's to hold up those huge Farrah Fawcett waves, and it still works just as good today.

Or elmers school glue. My cousin used it when she had a mohawk and it held it up all day and washed out surprisingly easy.
