Freezing spray does just that...it freezes it in place with no movement at all,

I'm pretty sure freezing spray is supposed to hold hair in place and hair spray is actually for styling hair.

The term "Hair Spray" is usually use as "Working Spray" that is a spray that is easily moved by the comb or brush.
"Freeze" is just that it freezes the hair in place so it does not move.
I've been a licensed cosmetologist for thirty years.
