ok i wear eyeliner on my bottom inner lids. within 30 minutes it will all be off and i dont touch my eyes. i use pencil eyeliner. is there such thing as waterproof pencil eyeliner? i know there is waterproof liquid eyeliner but can you put that in your bottom inner lids? HELP!!!!!!

Nope, no water proof pencil.

If you're getting smearing but not touching your eyes, sounds to me you have oily clean and the eyeliner is just being washed away. You can try applying foundation/powder on the are BEFORE the eyeliner, it will stay on much better that way.

I'll tell you my eyewear tips.....first I apply mascara...let it dry....then I take my eyeliner (I use either Revlon*ColorStay eyeliner or, CoverGirl Waterproof eyeliner) and I tripple swipe it near the inside of my eye, but not on the part right next to my eye(because it gets watery)... I apply it on my upper AND lower lashline. Then I take a qtip...get it moist, then drag it directly under my lashes and across my upper lid (to remove access mascara and eyeliner).......you should check your face at least a few times a day for running, smudges, or flaky mascara [especially in hot, humid weather!] because it happens to every woman that wears makeup GL!
