I don't know what local brands you have but it may be worth investing in a Dior one.

I have tried many and some are either too hard or too soft (the cheaper brands). Dior wears really well and doesn't smudge much given how easy it is to put in. i have oily skin so whatever I wear smudges but dior is good!

You can also try buying a pushliner brush which is like an eyeshadow brush but flat at the top that you can wet and use some powder to create a bold line which can look like eyeliner with a softer effect.

As for liquid eyeliner I currently use one from Lancome and it doesn't smudge at all.
