Lorac sold at Sephora stores or www.sephora.com. It looks fresh, never caky, and stays moisturized.
I also use it as the base before applying my eyeshadow. Stays on all day/night.

Definitely Urban Decay's Eyeshadow Primer Potion. You just put it on before your eye makeup and your makeup won't crease at all or smear. It's amazing; I'd go crazy without it.

It really, really depends on your colors, especially your eyes. Here are my favorite colors for each eye color:

Blue: Silver/gray, blue, purple, mabey green
Green: Blue, green
Hazel: Copper/bronze, tan, green
Brown: Tan, gold, bronze, coper
