how to stop concealer rubbing off when putting on powder/bronzer?

I always put foundation on before putting on my concealer. Sometimes when i want to put bronzer powder on (with a brush) it always rubs off the concealer. Even if i don't put powder on after putting my concealer on, it still rubs off during the day.

How can i stop my foundation from rubbing off when putting on powder and what concealer do you use (that is also affordable)?
