I used to do makeup for theater and we use waterproof mascara for eyeliner. You must get a thin eye liner brush and wash it after every use. Use the mascara wand to get the mascara out and take the eyeliner brush and run it across the wand. Pick up small amounts at a time. Just use like a regular liquid eyeliner. It worked for me!

Otherwise, I would suggest wearing pencil liner, Wet and Wild brand is fine and then topping it with a powder eyeshadow of a similar color with a thin brush. It's not waterproof but it can last a tear jerker or rain shower.
