You can use a dark brown (try Topaz by Elizabeth Arden) for everyday. It will go with pretty much everything you wear. It will contrast with your eyes and make them appear bluer. However, if you're wearing white or grey colors you can use a silver glitter shadow (Uzi by Urban Decay or 2000 by Bare Minerals) which will turn your eyes into an ice blue.

Always avoid pink or pink toned colors if you're light complected. It will make you look tired and only bring out the veins in your eyes. It goes for violets too; avoid the lighter ones only though. Try Lucky by Arden, or Asphyxia by Urban Decay, or Drama by Lancome. Those violets are all dark enough for blue eyes with light complexions.

Avoid all blues unless you want to play down the blueness of your eyes.

You can use black shadow in the crease and at the outside edge of your eye if you want to go more dramatic. Try Urban by Elizabeth Arden or Constellation by Lancome. It just won't do much for bringing out your eyes, but will work if you just want to have the smokey eye look.

If you're wearing green you can use green eyeshadow to match the outfit, it will still bring out the blue. It just won't do it as well as the silver or brown.
